Powdered and Liquid Milk: Importation Requirements



The transportation of dairy products has its measures and procedures.

Certain products require specific measures to be transported properly. Foods are perhaps the hardest of the lot, as they demand sanitary regulations and strict health procedures in their transportation. Dairy products are part of this list as animal derivatives, such as liquid and powdered milk, are also subject to regulations and restrictions imposed by the CBP and the Department of Agriculture. The Animal and Plant health Inspection (APHIS) service regulates the importation of animal-derived materials to ensure that the product is not carrying a possible disease into the United States.
Milk is an animal-based product, so a veterinary permit is required for the importing process. The product also requires permits that include animal tissues, blood, hormones, enzymes, and microorganisms including viruses, protozoa, fungi, and bacteria.
Food and Drug Administration (FDA) also takes part, as they have their requirements; without a permit from them, the product can’t be imported. It is important that the wrappers or cartons for these products are marked with the country of origin. A “Prior Notice” to the FDA is mandatory, as well. Take into consideration that these requirements only apply to products that are not for personal consumption. Travelers who carry food products into the U.S do not follow these procedures.
Also, take note that CBP will not release food shipments without proof that the “Prior Notice” has been filed with the FDA beforehand. All entry documents, along with the PN satisfied number, are both mandatory for the importing process to go on. Have that in consideration and add the PN satisfied number on the shipping documents just in case.
Once the final step is done, and the goods arrive, FDA is likely to check and collect a sample of the shipment before releasing it. If approved, they will tell the CBP to release the products and the process will carry out without complications.
